Biography
Dr. Michelle Singh serves as the founding Assistant Commissioner of the Texas Higher Education Coordinating Board’s Division of Digital Learning. The division portfolio includes a systemic innovative approach to increasing awareness, building capacity, and recognizing excellence in digital learning and open practice across the state, including the internationally acclaimed OERTX digital repository. The Division has developed an impressive portfolio of resources, services, and programs that earned recognition from the 88th Texas Legislature and OE Global. Singh is internationally sought for expertise in ecosystem approaches to successful digital infusion, open pedagogy, research and evaluation of innovative instructional practice, and effective change management strategies. Throughout Dr. Singh’s 20-plus year tenure in higher education, she has been honored with accolades and awards for her contribution to the advancement of the field of digital teaching and learning, including the USDLA International Outstanding Leadership Award, the Texas Association of State Systems for Computing and Communications Trailblazer Honor, and the TxDLA Don Foshee Leadership Award and Outstanding Commitment to Excellence and Innovation in Distance Learning. She was also recognized with the TAMUCC College of Education and Human Development Achievement Distinction and recently received the Corpus Christi Top Under 40 honor. Dr. Singh attained a Bachelor’s degree and a Master’s degree from the University of Texas-Pan American and a Ph.D. from Texas A&M University-Corpus Christi.
